By the mid-1970s, the movement for Soviet Jewry had become an international effort with ties to activists around the world. Their efforts ranged from supporting protests and hunger strikes in the Soviet Union to lobbying public officials at home. Gradually these joint efforts led to important shifts in Soviet policies on emigration despite dozens of setbacks along the way.
